It's the beginning of the year, and you know what that means, right?  No, not hangovers leading to inevitably broken resolutions...a whole new slate of laws just took effect.

Come up with a new law and make a comic about it.  Failure to do so will result in a fine of up to $1,000 or six months in the county jail.
