Probably using Macromedia flash, i made one where my 3 months old daughter moved her head to the side like the guys form Night at teh Roxbury to a song.

I use the free Movies12 gif animator for all my gif animating needs.

I don't know where they get all the frames for a gif like that. Do they play the clip in a viewer like Quicktime and then freeze and save each frame?

There's something, it might be within macromedia flash itself, that will take a movie file and spit out an image for each frame. But I forgot.

I was bored at work, and I made my new baconman avatar and I was still bored, so I made this for DX:
