It can't be jerkcity, because a jerkcity character appears in the first fully compliant strip. By my calculations, the only other possibility is pennyarcade. Characters from all the other sets appear in strips that follow rule #5. So, I will guess that rule #5 forbids characters from threereasons, dieselsweeties, lifeinhell, and pennyaracade. However, I don't know what these four have in common that distinguishes them from the others.
